NEWS RELEASE: Coastal Texas Project Ranked #1, District Projects Prominently Featured, in Draft 2024 State Flood Plan

HOUSTON, Texas – The Gulf Coast Protection District (GCPD) is pleased to report that its projects are featured prominently in the Draft 2024 Texas State Flood Plan, released by the Texas Water Development Board (TWDB) on May 10, 2024.

Specifically, the Coastal Texas Project is the #1 ranked flood mitigation project state-wide. The two Sabine Pass to Galveston Bay (S2G) projects are also ranked, with the Orange County segment at #4 and the Port Arthur segment at #9. The Draft 2024 State Flood Plan is the culmination of a first-of-its-kind flood planning effort as envisioned by the Texas Legislature in 2019. It is a product of extensive collaborative work, including over 500 public meetings by 15 watershed-based regional flood planning groups and their volunteer members, sponsors, technical consultants, other stakeholders, and state agencies.

The TWBD posted the Draft 2024 State Flood Plan today, May 10, 2024, for a public comment period open now through June 17, 2024. After reviewing public comments received, the TWDB will consider adopting the 2024 State Flood Plan later this summer before it is due to the Texas Legislature on September 1, 2024. The Gulf Coast Protection District (GCPD) was created in 2021 by the 87th Texas Legislature to oversee the implementation of an integrated and comprehensive coastal resilience strategy for the upper Texas coast. Specifically, this includes assuming the role of non-Federal sponsor for major portions of the Federally funded and U.S. Army Corps of Engineers led Coastal Texas Project and Sabine Pass to Galveston Bay Project. The GCPD contains approximately 5,220 square miles of land covering Chambers, Galveston, Harris, Jefferson, and Orange counties.
