Charged with safeguarding approximately 5,220 square miles along the upper Texas coast, Gulf Coast Protection District is a special-purpose district established in 2021 by the 87th Texas Legislature.

Assuming the role of non-Federal sponsor for major elements of the Coastal Texas Project and Sabine Pass to Galveston Bay Project, GCPD is part of the largest coastal protection effort in U.S. history.

Role of a Non-Federal Sponsor

A non-Federal sponsor is a local entity partnered with the U.S. Army Corps of Engineers to carry out projects. Responsibilities can include cost sharing, land acquisition, project design, construction, regulatory compliance, and long-term maintenance.

Leading Major Coastal Projects

Gulf Coast Protection District is putting its mission into action through a series of large-scale, coordinated projects aimed at protecting the upper Texas Coast from coastal hazards.  

Coastal Texas Project

GCPD is the non-Federal sponsor for the Galveston Bay Barrier System and the Galveston Bay Shoreline and Island Protection element.

GCPD is the non-Federal sponsor for Orange County and supports Port Arthur by managing financial allocations from the state.

Coordinating Across Jurisdictions

To ensure protection strategies are integrated and regionally consistent, Gulf Coast Protection District works with:

  • Federal agencies such as the U.S. Army Corps of Engineers.
  • State partners such as the Texas General Land Office.
  • Local governments in Chambers, Galveston, Harris, Jefferson, and Orange counties.
  • Local communities whose lives, property and economic vitality depend on quick and efficient resilience after a storm.
