GCPD seeks a detail-oriented Funding Requests Specialist to manage the District’s grant drawdown cycle, including preparation and submission of advance funding, reimbursement, and other funding request submissions under its cooperative funding agreements. This position ensures GCPD meets submittal deadlines and complies with applicable grant requirements governing eligible costs, supporting documentation, and reporting. This is a highly deadline-driven role requiring precision, strong organizational discipline, and the judgment to flag documentation or eligibility issues before submission.

GCPD seeks an experienced human resources leader to establish and lead a standalone HR and benefits function, building on the foundational systems, policies, and compensation structures already in place. This position serves as the District’s primary point of contact for recruitment, classification and compensation, benefits administration, employee relations, HR compliance, and personnel policy. This is a foundational leadership role requiring both hands-on HR administration and strategic judgment, in a small-team environment where the Director will build the function largely from the ground up in partnership with the Executive Leadership Team.

GCPD seeks an experienced accounting and finance leader to serve as Director of Budget, Accounting & Reporting (BAR). This position leads day-to-day financial operations, serving as the CFO’s principal deputy for budgeting, general accounting, grant and Work-in-Kind (WIK) accounting, procurement compliance, and financial reporting. This role manages and develops the BAR team, ensures accurate and timely accounting for all District funds — including state legislative appropriations administered through the District’s state Funding Partner via Local Cooperation Agreements — and maintains the internal control structure that supports GCPD’s clean audit history.

GCPD seeks a detail-oriented Accounts Payable Specialist to join its Budget, Accounting, and Reporting team. This position is responsible for the accurate and timely processing of GCPD’s vendor invoices, contractor pay applications, and for maintaining the integrity of the District’s vendor profiles. This is a specialized role requiring familiarity with governmental accounts payable practices, internal controls, and grant-funded expenditure eligibility. The successful candidate will be comfortable managing multiple invoices and deadlines in a small, dynamic finance team.

GCPD is conducting a broad search for Project Managers across two discipline tracks — Engineering and Environmental/NEPA — at three experience tiers (PM I, PM II, and PM III). All positions share a common core: technical depth in the candidate’s discipline, meaningful contract management responsibility, and the ability to work effectively within the USACE Civil Works project delivery framework.
