As the non-Federal sponsor, GCPD is partnered with the U.S. Army Corps of Engineers, Galveston District to advance the Sabine Pass to Galveston Bay Project in Orange County, Texas.
Orange County and the Orange County Drainage District are actively engaged in coordinating the project design, which is a comprehensive, targeted response to address hurricane and tropical storm risks to Orange County, its residents, infrastructure, businesses and industrial facilities.
Currently, there is no large-scale storm surge protection in Orange County. When storms hit the area, storm surge from the Gulf of America moves north though Sabine Lake and the Sabine River and inundates the low-lying areas of Orange County.
The Orange County element will consist of a new levee/floodwall system, including multiple pump stations, which aims to reduce the risk of storm surge impacting Bridge City, West Orange, Pinehurst, Orange, and various unincorporated areas of Orange County.
The project defends approximately 26.7 miles of Orange County’s Sabine and Neches River floodplain, extending from Orange to Orangefield, Texas.
Federal sponsor: A project constructed by USACE using federal funding, then handed off to a local entity for operations & maintenance.
Non-Federal sponsor: a local entity partnered with USACE to carry out projects. Responsibilities can include cost sharing, land acquisition, project design, construction, regulatory compliance, and long-term maintenance.
Local partner supporting GCPD through coordination and stakeholder engagement.
