The Galveston Bay Barrier System, also known locally as the “Ike Dike,” includes seven unique features that is a combination of engineered solutions and natural defenses. This element of the broader Coastal Texas Project aims to safeguard millions of people, coastal communities, and some of the largest petrochemical complexes and international shipping ports in the world.
Gulf Coast Protection District is the non-Federal sponsor for all seven features of the Galveston Bay Barrier System. It is the largest element of the Coastal Texas Project, accounting for 85% of the total $35 billion authorized cost.
There are seven features within the Galveston Bay Barrier System.
1) The Gate (Bolivar Roads Gate System)
2) Beaches and Dunes (Bolivar and West Galveston Beach and Dune System)
3) Galveston Seawall Improvements
4) Galveston Ring Barrier
5) Dickinson Bay Gate and Pump Station
6) Home Elevation and Floodproofing
7) Clear Lake Gate System and Pump Station
As of 2025, two features have moved into design—The Gate and Beaches and Dunes.
Federal sponsor: A project constructed by USACE using federal funding, then handed off to a local entity for operations & maintenance.
Lead non-Federal sponsor: a local entity partnered with USACE to carry out projects. Responsibilities can include cost sharing, land acquisition, project design, construction, regulatory compliance, and long-term maintenance.

The Galveston Bay Barrier System is a core element of the Coastal Texas Project. It will deliver lasting protection, environmental enhancement, and economic resilience to communities across the upper Texas Coast.
