What is the Gulf Coast Protection District (GCPD)?

GCPD is a special-purpose district created by the Texas Legislature in 2021 to lead coastal storm-surge protection for the upper Texas coast. It serves as the non-Federal sponsor for major elements of the Coastal Texas Project and the Sabine Pass to Galveston Bay Project. Learn more about GCPD.

What is the Coastal Texas Project?

The Coastal Texas Project is the largest coastal storm-surge protection effort in U.S. history, led by the U.S. Army Corps of Engineers in partnership with the Gulf Coast Protection District and the Texas General Land Office. What is the Sabine Pass to Galveston Bay Project, and how is it different from the Coastal Texas Project?

It’s a separate federal program addressing storm surge risk in Orange and Jefferson counties, including Port Arthur. It was authorized in 2018 — four years before the Coastal Texas Project. Who are GCPD's project partners?

GCPD works alongside the U.S. Army Corps of Engineers (USACE), the federal sponsor and lead engineering agency, and the Texas General Land Office (GLO), which manages certain funding allocations. As the non-Federal sponsor, GCPD’s role includes cost-sharing, land acquisition, and long-term coordination. More on project partners.

How is GCPD governed?

GCPD is led by an 11-member Board of Directors: five members appointed by the Commissioners Courts of the five counties in GCPD’s territory, and six appointed by the Governor of Texas with Senate confirmation. The Board meets publicly each month. See the Board of Directors.

What is the Ike Dike?

Its official name is the Galveston Bay Barrier System — locally known as the “Ike Dike.” It’s the storm-surge gate and barrier system at the entrance to Galveston Bay, and the centerpiece of the Coastal Texas Project. Read the full story behind the name.

What project is being built in Galveston?

GCPD leads two Coastal Texas Project elements in Galveston: the Galveston Bay Barrier System (the “Ike Dike”) and the Galveston Bay Shoreline and Island Protection element. Neither is under construction yet — two Barrier System features (The Gate and Beaches & Dunes) are in design, and design is complete for the first four miles of the Shoreline element’s 40-mile restoration corridor, pending construction funding.

What are the seven features of the Galveston Bay Barrier System?

The Barrier System includes seven features: the Bolivar Roads Gate System (“The Gate”), the Bolivar and West Galveston Beach and Dune System (“Beaches and Dunes”), Galveston Seawall Improvements, Nonstructural Improvements (Home Elevation and Floodproofing), the Galveston Ring Barrier System, and gate and pump stations at Dickinson Bay and Clear Lake.

What is “The Gate”?

The Gate, formally named the Bolivar Roads Gate System, is the largest single feature within the Galveston Bay Barrier System — the element that itself accounts for roughly 85% of the Coastal Texas Project’s authorized cost. The Gate is planned for the two-mile-wide inlet between Galveston Island and Bolivar Peninsula.

Which Galveston Bay features are in design right now?

Two of the Barrier System’s seven features are currently in design: The Gate and Beaches & Dunes. The remaining five features will move into design as funding becomes available.

What is the Galveston Bay Shoreline and Island Protection element?

How is the Galveston Bay Barrier System different from the Galveston Bay Shoreline and Island Protection element?

The Galveston Bay Barrier System is a storm-surge defense — seven features including gates, floodwalls, and pump stations designed to block surge from entering Galveston Bay. Shoreline and Island Protection is a separate ecosystem-restoration effort along the Gulf Intracoastal Waterway, focused on restoring wetlands, islands, and oyster habitat. Both are part of the Coastal Texas Project, and GCPD supports both.

What is the Sabine Pass to Galveston Bay Project?

Authorized by Congress in 2018, this federal project addresses storm surge risk in Orange and Jefferson counties. It includes upgrades to the Port Arthur levee system and a new levee and floodwall system for Orange County. See the program page.

What's the status of the Port Arthur element?

The Port Arthur element is under construction, with upgrades underway to an existing storm surge system to meet new federal standards. Jefferson County Drainage District #7 is the non-Federal sponsor; GCPD manages financial allocations from the Texas General Land Office.

What's the status of the Orange County element?

There is currently no large-scale storm surge protection in Orange County. The planned project — a new levee and floodwall system with multiple pump stations — remains in early design; construction has not yet begun.

Funding & Cost

How much does the Coastal Texas Project cost, and how is it funded?

The current authorized cost is $34.4 billion, based on the 2022 Congressional authorization. Funding comes from both state and federal sources — the State of Texas has appropriated $950 million to GCPD to date, while federal appropriations remain in early stages, totaling about $12.25 million so far ($7.25 million for early design plus a $5 million FY26 appropriation). How much does the Sabine Pass to Galveston Bay Project cost, and how is it funded?

The two elements GCPD supports have authorized costs of $863 million (Port Arthur) and $2.39 billion (Orange County). Port Arthur’s funding flows through Jefferson County Drainage District #7, with GCPD managing GLO allocations; Orange County funding is managed directly by GCPD, drawing on the same state and federal appropriations that support GCPD’s other projects.

Will GCPD tax residents to help pay for the project?

The Texas Legislature gave GCPD taxing authority in its founding statute, but GCPD has no current plans to tax residents. The District continues to rely on state and federal appropriations, along with public-private partnership opportunities, to advance project design.

Why hasn't more federal funding come through yet?

Federal appropriations to date total about $7.25 million for early design, plus a $5 million FY26 appropriation. A project this size requires extensive engineering and environmental review before it can responsibly use larger sums — GCPD continues advocating for consistent annual federal funding to keep design moving.

Timeline & Status

When will the Coastal Texas Project be built?

There’s no confirmed completion date for the full project. USACE’s original feasibility study estimated the work could take up to 20 years depending on funding. GCPD’s two elements are moving into design now, with construction to follow once funding is secured for each feature.

Why has progress been slow since Hurricane Ike in 2008?

The idea for a barrier system dates to 2008, but it took until 2022 for Congress to authorize the project — following a six-year, $20 million USACE feasibility study and years of competing design proposals. This is the largest project in Army Corps history; a project of this scale takes time to fund, design, and build responsibly.

Storm Surge & Hurricane History

What is storm surge, and why does it matter for our coast?

Storm surge is the wall of water a hurricane pushes ashore — the deadliest, most destructive part of a hurricane. Because the upper Texas coast is low-lying and densely developed, reducing surge risk is the core purpose of the Coastal Texas Project. Learn more about storm surge.

What category was Hurricane Ike?

Hurricane Ike made landfall near Galveston as a Category 2 storm in September 2008 — yet it drove a catastrophic surge and roughly $29.5 billion in damage, which is exactly why the barrier system is needed. Read more about Hurricane Ike’s impact.

Why does this region need this kind of protection?

The upper Texas coast is home to millions of people and some of the nation’s most critical energy and industrial infrastructure, including major refineries, ports, and the Houston Ship Channel. A direct hit from a major hurricane could put lives, homes, and nationally significant infrastructure at risk.

What are the biggest storms to have hit the Houston-Galveston region?

Over the past 25 years, the region has weathered 13 major storms, causing an estimated $212 billion in economic loss and 589 lives lost — the costliest being Hurricane Harvey (2017, ~$125B) and Hurricane Ike (2008, ~$29.5B), the storm that inspired this project. See the full history of storms.

Environment

What nature-based features are part of the project?

The project’s Beaches & Dunes feature — beach nourishment, dune construction, and vegetation planting — is a nature-based defense built into the Galveston Bay Barrier System. Mitigation measures such as marsh, oyster reef, and rookery restoration are also planned to help offset ecological impacts and support long-term habitat health.

Will the project harm Galveston Bay's ecosystem?

Studies show The Gate could reduce water exchange between the Gulf and the bay by about 6% and lower tidal range by roughly 7%, potentially affecting marsh salinity and fish migration. The Gate is designed to stay open during normal conditions and close only during major storms, and planned mitigation includes marsh, oyster reef, and rookery restoration.

How is GCPD addressing environmental concerns raised by local groups?

In February 2026, GCPD’s Board announced a Stakeholder Advisory Committee for Environment, giving environmental groups a formal way to engage during the design process — in addition to the environmental laws that already govern infrastructure projects of this kind. Community & Economic Impact

Does this project only protect industry?

No — the project is designed to protect residential communities as well as industry. Four of GCPD’s five counties have poverty rates above the national average, and recovering from storm damage is especially hard without savings to rebuild. The project aims to reduce that risk for everyone along the coast, not just industrial facilities.

Why doesn't industry pay for more of the project's cost?

Industry already contributes substantially to federal, state, and local governments through taxes and fees that help fund infrastructure and environmental programs. GCPD is also actively pursuing public-private partnerships with corporations, foundations, and private donors to help advance the project.

How is GCPD involving stakeholders?

GCPD engages stakeholders through its Community and Government Relations teams, public Board meetings, and two Stakeholder Advisory Committees — one for environmental interests, one for industry — created to gather input during project design. GCPD also conducts periodic community polling to track awareness and sentiment across its five-county territory.
