Coalter Baker is the Executive Director of Gulf Coast Protection District, where he leads efforts to advance coastal resilience and infrastructure across Southeast Texas. A native Houstonian and seasoned public policy expert, Baker brings extensive experience from senior roles in state and federal government, including the Office of the Texas Governor, HUD, and the White House Office of Management and Budget.
