HOUSTON, TX—Gulf Coast Protection District (GCPD) is pleased to announce that former State Senator Larry Taylor has joined the GCPD Board of Directors. The Galveston County Commissioners Court recently appointed Senator Taylor to represent Galveston County on the Board of Directors, replacing Roger “Bo” Quiroga who served in this role since the creation of the GCPD in 2021. Mr. Taylor’s term is set to expire on June 16, 2027.
A resident of Friendswood, Texas, Senator Taylor served with distinction for two decades in the Texas Legislature. Most recently, from 2013 to 2023, he represented Senate District 11, which is composed of parts of Brazoria, Galveston, and Harris counties. Among many other accomplishments, Senator Taylor authored Senate Bill 1160 which created the Gulf Coast Protection District in 2021. A longtime advocate for the Texas coast, Senator Taylor is a leading proponent of local, state, and federal efforts to protect the Texas coast from the devastating impacts of coastal storm surge. Senator Taylor is a lifelong Texan and Baylor University graduate.
The GCPD is governed by an eleven-member Board of Directors. The Commissioners Courts of Chambers County, Galveston County, Harris County, Jefferson County, and Orange County each appoint one director. The Governor, with the advice and consent of the Senate, appoints six directors as follows:
- Two directors to represent Harris County, in addition to the member appointed by the Harris County Commissioners Court,
- One director to represent a municipality in the District,
- One director to represent ports,
- One director to represent industry, and
- One director to represent environmental concerns.

About Gulf Coast Protection District
The Gulf Coast Protection District (GCPD) was created in 2021 by the 87th Texas Legislature to oversee the implementation of an integrated and comprehensive coastal resilience strategy for the upper Texas coast. Specifically, this includes assuming the role of non-Federal sponsor for major portions of the Federally funded and U.S. Army Corps of Engineers led Coastal Texas Project and Sabine Pass to Galveston Bay Project.
