HOUSTON, TX— Gulf Coast Protection District (GCPD) is pleased to announce the appointment of Sharon Hulgan to the GCPD Board of Directors. Governor Greg Abbott recently appointed Ms. Hulgan to represent industry on the Board of Directors, replacing Michael VanDerSnick who served in this role since the creation of the GCPD in 2021. Ms. Hulgan’s term is set to expire on June 16, 2025.
A resident of Friendswood, Texas, Ms. Hulgan is the Lead Site Manufacturing Director for Dow Houston Hub Operations. Ms. Hulgan has worked for Dow since 1991, serving in various roles in Research & Development, Environmental, Health & Safety Operations, Supply Chain Operations, Small Site Leadership, and Large Integrated Site Production Plant Leadership. Ms. Hulgan currently serves as Treasurer on the Board of Directors for the East Harris County Manufacturers Association. She has formerly served as a board member of the Deer Park Chamber of Commerce, as Treasurer for the Brazoria County Petrochemical Council, and as a member of the Louisiana State University Chemical Engineering Industrial Advisory Committee. Ms. Hulgan received a Bachelor of Science in Chemical Engineering from LSU.
The GCPD is governed by an eleven-member Board of Directors. The Commissioners Courts of Chambers County, Galveston County, Harris County, Jefferson County, and Orange County each appoint one director. The Governor, with the advice and consent of the Senate, appoints six directors as follows:
- Two directors to represent Harris County, in addition to the member appointed by the Harris County Commissioners Court,
- One director to represent a municipality in the District,
- One director to represent ports,
- One director to represent industry, and
- One director to represent environmental concerns.

About Gulf Coast Protection District
The Gulf Coast Protection District (GCPD) was created in 2021 by the 87th Texas Legislature to oversee the implementation of an integrated and comprehensive coastal resilience strategy for the upper Texas coast. Specifically, this includes assuming the role of non-Federal sponsor for major portions of the Federally funded and U.S. Army Corps of Engineers led Coastal Texas Project and Sabine Pass to Galveston Bay Project. The GCPD contains approximately 5,220 square miles of land covering Chambers, Galveston, Harris, Jefferson, and Orange counties.
